I have a friend who used to work at a place like this. They don't get paid by the hour, but by the job. Technically he got an hourly rate, but the number of hours that he gets is determine by the "book rate" for the job that he does. So if a job is listed as being 2 hours, and he can do it in 1, then he gets paid the same for the less work. Most mechanics at these places strive to get much more than 8 hours of work in an 8 hour shift if they want to make any real money. What this means is they won't invent fake work to be done, but they rush through jobs and don't take the time do it properly or to investigate any real issues that may come up while doing it. Management pressures them to be quick about it, too, since the company as a whole makes more money when they work quickly.
