A lot would depend also on how a challenge is brought and what happens in the mean time. If the law goes into place for 2-3 years while it is being challenges, the online poker boom would be squashed and hampered forever IMO.
Just call your Senators and urge them to not take action on HR 4411 or companion legislation.
