I will take a guess and say because it is too broad in scope. If it was something specific like banning underage gambling it would be fine.

But simply telling the public what they can or cannot do (when it is legal in other forms elsewhere), is a bit of a stretch.

ISPs or ACLU or the like will challenge its constitutionality on the grounds that it restricts personal freedoms, but is not sufficiently narrowly tailored to achieve its objective -- cliff's notes: it's overinclusive / too broad. We might hope that a court issues a stay on its enforcement while it's litigated.
