I would take the note to the people who run your condo and tell them the deal with your parking spot. You pay fees for up keep so they should fix the problem. I would also go over to the peoples place that left you the note and explain to them why you did what you did. I am sure they will understand...if not then go stab thier tire with your pocket knife.
