I'm not sure what the consensus on Jay-Z's albums are in OOT, but I'm guessing "The Blueprint" is considered his best. I'd rank it second, below "The Black Album," with "Reasonable Doubt" coming in third.

Reasonable Doubt is vastly superior to The Black Album, and a fair bit better than Blueprint
