Saying "I'm Irish" in America basically just means your ancestors were Irish.

For example, if asked by another American what nationality I was I might say "I'm Swedish..." but I'm really only like 3/4ths Swedish, and my family has been in America for probably 200 years. If asked what nationality I was by someone who lives in another country I'd obviously say "American."
