Look, the WR is running a go route basically straight up the field. The CB cuts him off and pushes him out of bounds with body contact. The WR makes contact with the CB because of the pass interference by the CB.

It was obvious the sole reason Samuel cut across the receiver was to prevent him from making the catch, and NOT Samuel making a play on the pass...

So if you interpret the rules literally and apply them to that situation the call fits. Just like the "Tuck Rule." It's a BS rule, but a rule nonetheless and was properly applied to the NE/OAK a couple years back. Doesn't mean Brady didn't fumble, just means there was a loophole that allowed the Patriots to win that game...
