Cell phone use slowing down games is far more common than generally disruptive players. At least at the places I play.

How disruptive can a cell phone be? Once they recieve the call they have to finish the hand they are in and step away from the table. I think what is being missed here is there are places that kill your hand for answering your phone which is plain wrong and is not the same as dealing out someone on the phone or declaring their hand dead for being on the phone when the cards are dealt. If someone is talking when a hand is dealt in a tournament this is a completely differnt situation than when they receive a phone call on the turn. I would never play in a room that has a rule to take money form a new player and give it to an angle shooting local because he didn't know they steal money from you if you answer your phone (this is the same as the casino helping any player in any situation that says "I want you to rule the winning hand dead so I can get the pot instead")
