Default Question on capping preflop

I maybe wrong and this is one thing I was questioning. This table had a couple pretty loose players not only the BB. My thinking process in this situation is that at least one of them has a pair. I had seen people call raises with pairs as low as 77 probably because of players like the BB. Do I still raise preflop when I am most likely not to get that third person out and definitely not getting the maniac out for one more bet with AKo? I probably would have made that jump with AKs.

Secondly if I am heads up preflop with this maniac is it automatically a cap against the maniac who can litterally play almost any two cards if there is two or three small bets in the pot from folders. I do mean litterally almost anytwo cards he call three bets on the same table in late position and cracked my aces with 47o in an earlier hand. But am I getting the odds in that situation to cap woth AKo?
