I don't think that's completely right; the Russian Sambo guys were always very well rounded, but their style and fighters weren't making it over to the Western world until just recently.

Ironically Sambo/Sombo and BJJ are both modern/practical adaptations of ancient Jiu Jitsu, whereas Judo is a modern stylized form of Jiu Jitsu developed for less violent use (competition/submission).
