the people in the snow (Russians, Eskimos, whatever...) were monitoring electromagnetic pulses? What's the significance of them being in the snow as opposed to somewhere in the South Pacific?

Um, snow=pole and pole=more magnetic. Easier to monitor EM activity.

Snow doesn't necessarily equal pole. And is it really easier to monitor changes in electromagnetism at a place where the electromagnetic field is more intense? I'm not being a nit, I'm asking. I would think a place where the EM field is lower would be easier to detect an EM spike (signal to noise ratio), therefore somewhere in the South Pacific would make more sense.
