If you truly are innocent ask for an appeal of the decision to be carried out by senior management. Advise them that if they do not then you will be forced to report them to the gaming commission.
You are in an akward situation though. You are a new player to their site (i.e. have no playing history with them), and a bunch of fraudulent accounts happen to lose a bunch of money into your account. You can understand why they might think that you are the bag-man in such a scenario.
As such proving your innocence may be very tricky for you, however likewise they may not be able to conclusively prove your guilt. The bottom line is that they have a bunch of fraudulent deposits and those funds are in your account.
Assuming you won the bulk of the $21k against legitimate other players then I don't see that they can withold those funds from you unless they can prove conclusively that you were involved in the credit card fraud -- all they have is circumstantial evidence...
I would be asking them to either
1) Prove conclusively that you are a fraud
2) Release at a bear minimum the funds that you legitimately won from the other players
