what did you include for the $1500? original art or maps, or concepts? anything for the back end that required programming? a links page? or any content or optimization to bring them traffic, although that might not apply to a business that just wants to answer questions for a potential customer about location, menu, or prices.
did you have any coupons or specials...anything they can modify on their end?
did they supply the text and pics of food or staff?
if they just got a template type site, they probably could have gotten one for less, but wouldn't necessarily known how to get it set up professionally without leaving out important features/benefits.
I am still not clear on how long it was actually offline...was it down for 2 months, or just a week? the only real cost to them was lost opportunity cost. but as a matter of course, you might want to do spot checks...aren't there very cheap programs that check downtime? maybe that should be included...at the very least a 404 page with basic details instead of the generic hosting message.
much of what i am talking about is for future not past, but it would certainly be reasonable to discount something or add future value just as a gesture of good will.
