Who says you have to move up all at once?
The hard part of moving up a level, regardless of bankroll unless the money just doesn't mean anything to you, is getting used to the idea of having more money out on the table during your set. If you're like me, you got used to losing $44 when you bust out of all 4 in a set and can say, no big deal, I'll make it up the next time I have a good set. $88 out of your bankroll is going to hurt twice as much.
Instead of moving up all at once, I started playing 1 $22 and 3 $11's, did that for a while, the 2 $22's and 2 $11's, etc.
You'll be able to better answer your own question about what the difference between the levels is by doing this as well.
I don't think you'll find there's much of a difference between the $11's and the $22's except that the table will be a little tighter early and there will be a few more people around when the blinds start to get high.
