I don't know anything about PTO I'm afraid, but I am guessing it is something to do with the new Empire update.

Have you tried making a "fake" Intertops folder with a fake Intertops.exe in it and see if that helps. Also, is their a "lightning bolt" in PTO? If so, then maybe you will have to use that.
