Villain is very tight and limped utg? Doesn't that tell you he has something good? I would guess he could have something like 99 and is just playing it very scared. More likely he has clubs but with the ace of clubs. Villain doesn't look like he plays many broadway hands without an ace. I would guess he hit that ace on the river and calls the bet.
I don't see much value in betting that river. If had something like QJ of clubs or TJ of clubs you can check behind and win. If he hit the ace, he calls. The only hand you can fold that beats you is KQ of clubs. River bet looks like spew.
I also don't see many tight villains calling PSB's on the turn with just a low flush draw, if it is a flush draw I'd guess AQ or AJ or something. Yes he's passive postflop, but does he fold a lot? how often does he show down?
