The amount you get from the mountains is random... but when they made the upgrades, for the 1st time since I have played one of the randomized options was 0 cents!... and that was coming up ALOT.
It appears that some of the other strategic thinkers also realized that the best strategy was to keep attack low and build up defense, as we have been suggesting here. This was maximizing the amount going to the strong players and making large cashouts possible.
As best as I can tell, keeping AT within 4 of FT seems to be the point where the 0 cents stops.
