It's easier for them to force C out by letting A keep the initiative going into the river. It'd look even MORE suspcious if B capped the turn and A still leads the river and folds to the raise. Likewise they probably figure that once C calls two cold on the turn, another two cold isn't going to phase him, so, they're wasting their time firing and may as well save the last bullets for the river.
