Im confused but isnt colluding using a strategy of just raising mindlessly with bad hands hoping that everyoine folds a pretty terrible method of cheating? Wouldn't you want to reserve it for those times when at least one of the players involved actually has something?
It just seems to me that if they are colluding they are doing a ridiculous job of it and trying to make it as obvious as possible, which I don't see why they would be doing?
edit- looked at the hand closer, I agree it looks really absurd.
