Raise preflop. The rest of your line is fine but I'd bet smaller on the river, you generally only stand to get called by better hands, and with the 3 broadway cards on board it's likely villain is full.

Players that are that passive tend to think they are always being bluffed so your line is fine including the river bet imo.
