Super drawish flop
 
All-in guy is irrelevant. Main villain is loose and super passive, like 29/0/1. I don't see an amount I can bet (raise) on the turn without shoving.

Why can't you just call? Protecting your hand against BB has gotta have a lot less value in this spot than it would HU, as even if BB folds you'll still have to beat UTG. Meanwhile if BB is as passive as he seems to be it's pretty unlikely that he'll check-raise here in this protected pot without having you beat. Moreover if he is passive he is unlikely to bluff the river on a scare card.
