Villain is 26/12/5 over 200 hands. I didn't think the shortstacks had much...probably 1 club each. This made me think that villain probably didn't have 2 clubs and if he had 1 club a lot of his outs were gone. The hand looked like set or overpair. I also have outs to fill up...

I think you can fold to the reraise on the flop from UTG, especially fold the rereraise

preflop is fine. If you are going to raise here you need to raise a whole lot more. I would be raising to $10 and folding to a shove. Min raising does nothing here, but bloat the pot.
