If he really is passive, then I either fold to flop cr or call and fold to any real bet on the turn. The board is drawy so cant blame you too much for the play.

Have you seen him do this with a draw?
You don't get called by anything you beat most likely.
I call and see what the turn brings but I would be veering towards folding
