I call. I think you are beating his range handily unless you have a read on the guy. If you've been aggressive (i.e. he thinks your hand range is very large), even easier call.

My first guess is you're up against AT and AQ, call.
I'd think of that less as 2 all ins and more as a short stack push and an isolation raise. You probably look like you're on a steal (depending on your image) and unless the BB is a nit he'd probably try to isolate with 99-JJ AK and AQ. Unless he has some tell on you that you are strong, 16k looks like an overbet with AA or KK.
