CFT eligible Visa???

Does anyone know if a Canadian prepaid visa is "CFT" eligible, or if it's possible to buy a CFT eligible Visa anywhere? Pokerstars says that you can deposit AND withdraw with a CFT eligible visa, available to most Canadians and Europeans.
