$50 NL - 99 in CO facing 2 short stack pushes

UTG is 75/50 after 106 hands. He just lost 3/4 of his stack on previous hand and is obviously tilting. MP just sat at the table. I have no idea what his range is, but I don't really care since he's pushing only half what UTG pushed with.

I reraise to isolate because the effective stack on my left is only $38, but there are 3 more players to act.

If play is standard given reads, how should I have played this if effective stacks on my left were 100+ bb?

thanks!

I fold this pf. His stats + his possible tilt means that i don't need to risk 40BB here to get his money

The UTG player is looking for someone to give the rest of his stack to. His range here is literally any two cards. My pot equity is a bare minimum of 40% if I call/raise. There's no way I fold.

i fold.

you are going to be in a race or crushed, and there are still 3 more people to act.

If villain is already 75/50, how do you tell when he's tilting?

whenever i see someone open for < 10 bb's, I'm assuming that they are tilting, especially when they lost a big pot ten seconds earlier.
