NL10 2pair with str8 showing, is this a bad fold?
 

Just want to know your opinions regarding this. SB is 35/15/3, UTG is 21/7/1

Was worried about JT. Should I call this instead or raise?

Raise the turn after SB leads. It's not important to worry about pot control since it's so small at this point, and that is your chance to price out other draws and get value from one-pair hands.

You want to bet enough on the turn to get a fold from everyone not holding JT, KQ, K9 etc. I'm making it at least $0.50 with two pair. Then on the river I'm checking and calling a small bet.

You probably have SB beat at this point, judging by his passive line. I doubt he's on a set or better 2 pair. So what are you worried about UTG having? If it's a flopped set or 2 pair, he has misplayed it with the flush draw on the board against 2 players. So what improved against you on the turn? Q9? KQ? I think there's a good chance you're ahead here, certainly enough to justify calling the min-raise and seeing what he does on the river.
