I think you could bet turn. Sure he could have called your raise with K9 but I really donīt think so. Looks more like KJ or 10x or Qx because he donīt value bet on turn. Riverbet is an idiotic bet from him.

Is he passive or aggressive?

i think you can get a lot more value here with a bet on the turn or river
