At such low stakes, if you are sure you have the best hand on the flop or turn, and are deciding what to bet, should you just go all in if your stack size is such that you'll have to commit all your chips anyway? Thanks

Why? The idea is to win more money. You need to play right at the limits you are playing. Play the hands the right way depending on all the factors.
