No it was kind of out of the ordinary, my first thought was weakness but it wasn't that strong of a read. He was playing pretty weak in general though, infer what you like about his range but I wouldn't discount any hand completely.

4K in the pot and he has 6300 behind = flop decision is pretty breakeven as long as your plan is to put all your chips in the pot.

I know this is going to be a huge over bet but I like C/R all in. I think this maximizes any fold equity you have. If you bet and he has a hand he's always going to raise putting you on some kind of draw. Atleast if you check raise he might be scared of a set/2 pair hand?

If you bet you need to do it with the intent of b/3b and his raising range has you crushed.
Stacks are to awkard to crai and this isn't a board he will two barrel light on.
