He'd raise it on the flop, not the turn.

Every thing about his raise, the board, his stats feels strong, if you're ever folding over pairs this is the time.

Why would the Villain massively overbet the pot?

If he has 99, JJ, 77 (maybe maybe A7s) he would be much more likely to raise a lot less I would think.

If you're going to make those small bets PF and flop, you can't pay someone off when they trip their 7s. You're giving really good implied odds.
