I've done this in the past, got some very interesting guesses.

Maybe this is a scene from a play , cause I don't think the nazi's would take kindly to being served by a dude in a dress. It wasn't their thing.

Maybe serving tea? But i would not expect tea to be served in a glass, more likely a mug/cup.

The he-she and the suit guy are definitely not the same person though. Different glasses and nose.

This is a hit -- clearly the "waitress" is an army blacksmith (note the arm discrepancy) -- this is taking place in some German officer's club. The only weapon at hand is the serving tray, therefore they needed someone with incredible arm strength able to kill a man in one blow (with a serving tray).
