I'm watching Stars Wars Episode One. IMDB says that the Queen with all the face paint on her is Natalie Portman... but then she's dressed in normal clothes and the queen tells her to clean R2D2..

Who's the queen wtf?

And if the OP didn't figure it out yet, sometimes Natalie Portman is actually the face painted Queen. It happens when she "feels safe" (Palpatine's office on Coruscant, for example) but Kiera took over when the Queen needed a decoy. We don't actually see Kiera out of makeup in this film.

This is correct. Early theatrical versions included this scene. Unfortunately, George Lucas went back and replaced this scene with a CGI animal crapping in the desert.

The crap looked pretty real, though.
