1) Our hand is pretty good versus his range
2) We expect to win PF fairly often
3) We have position
4) If he calls we have initiative and call steal the pot with a c-bet often.
5) If we only raise AA/KK people will fold to our rr. Fact is you dont hit enough flops to just call and try to hit and win.

Personally, I dont mind a cold call here. Why not just use your position? Seems like you'll end up losing less to hands that beat you, and winning more from hands you're ahead of.

A TAG could fire 2 barrels with nothing. We could fold the best hand on the flop if we dont hit (do you know how often we hit? Not often enough). A TAG is also folding the flop A LOT when we both miss and he checks to us. And we expect to take it down PF often enough. Reraising with more then AA and KK is so important. When we reraise, people THINK we have AA and KK and this way we can take advantage of that.

Flop bet seems kind of weak. I would bet full pot, it's easier to get away from your hand after that if shown any resistance.

as played, I would fold too on the river. He prolly has AK and wants to keep the pot small.

Reraise and cold call are both okay preflop. Don't always do the same thing.

On the river I call. You only have to be good 1 in 4 times.

I personally bet at least 2/3 of pot on the flop, since this is a fairly dry board, I'd bet about $13/$14.

I think the rest is fine
