If the president fails to sign the bill ten days after Congress is adjourned it becomes a pocket veto.
In this case, when Congress is simply in recess, the president's failure to sign the bill would result in its becoming law by default, just as if he had signed it.
IOW, Bush would have to expressly veto the entire Port Security Bill for this thing not to become law. Good luck with all that.
