It seems to me that our concerns need to be, in descending order:

1. The possibility a site/some sites/all sites refuse U.S. business.
2. The possibility of a government-mandated ISP block.
3. The possibility that it is difficult for serious players (basically impossible for casual players) to deposit.

If it's only 3, we're still in the game, even if it's a different game. 1 and 2 worry me the most.

The language is clearly trying to do #3, but the enforcement mechanisms for are in question. Whether they are trying to do #2 seems a matter of interpretation of the language. I think we have to be safe from #1 for a while at least, but who knows?

Is this a fair summary?
