What does the "Favourite Forum" link at the bottom of every forum do?

If you click on the link, then it gets added to your favorite forums list. You can have only your favorite forums listed if you wish by selcting that option on the main page under "extra information".

So in summation, the favorite forums link is used for the logically consistent purpose of designating your favorite forums.
