I don't think a call would be that bad. You can easily fold the river unimproved.

Its reasonable to think you're up against 2 pair here and have odds.

Seems to me that when people in low-limit games raise sixth, they have the goods. I'm going to guess that the raiser has 77 or T9 in the hole, in which case you're crushed. Calling wouldn't be terrible, but I think folding is better in this case.
