Could you explain the difference? I have very little live experience, and (as a result?) I don't understand the question.

for example - full structure is 2/4 blinds on a 4/8 game (most strip casinos).. while half structure is 1/2 blinds on a 4/8 game(most off strip casinos? to limit bankroll requirements maybe to fishes??) ...

Full blind. The half-blind games are for fishies with no real idea how to play. I adjust to those games by simply raising every playable hand I get and making the fish pay dearly to see flops. If they have even the slightest twinge of love for their chips, they don't call the equivalent of 3 cold preflop.

What does half blind do to starting hand requirements?

I would guess that BB would play much like SB in a full blind game, and the SB would be something like MP3 or so?
