Anyone have any idea why? Or am I right to assume that the lack of giveaway tables demonstrates what party thinks of 3/6 full?

The only limit full giveaway tables are at 2/4 and 15/30+.

I don't get this. Why have them at 2/4 then skip to 15/30+ it would make sense to me if it was only 15/30+ but why include 2/4 full?
