His line looks like a set, but I call the turn and c/c the river

I check/fold to probably a half pot bet. If you had a stronger two pair you should bet/call a shove. I think Q9 or a set is very possible here. Against a very loose/passive opponent with a weak hand you should try to get to showdown very cheaply.
