Villain is 33/16, don't think I've seen a 3-bet out of him yet. I'm wondering how I can extract without turning my hand into a bluff. His bets look scared like he has an underpair to the board. Not sure when I should start raising.

This looks a lot like 99 - QQ. He might be calling a minraise on the flop or turn, but will probably shut down afterwards. I think calling the turn and minraising the river is fine, if he checks the river I would half-pot. If we raise turn, we're only getting called by a flush draw, and not extracting any more on the river.

I'm not that confident in this line however, anybody see any problems with this?

Once you raise he's most likely folding all the underpairs. Probably call and bet like 12$ once he checks the river to you.
