not enough hands on opponent. about 30 hands he's 20/13.

Do I fold here? Or is this weak and just shove? Please analyze all streets.

Don't shove.
There's not much you can do in these spots except fold. If he balances his made hands and bluffs well with double-barrels you get taken to value-town quite often. If you start calling down this light he can value-bet the hell out of his marginal hands too.

raise flop. Yes it turns your hand into a bluff, but his opening from utg range is a monster or overs here. You are ahead alot, and he will fold some better hands.
