Gotta raise here. Also, I'd raise flop as you don't want button along for the ride. If he 3bets then you can fold.

Villain has about $13 behind. A raise to $6 leaves villain with about $8 and makes the pot $18. That river push will be an easy crying call for any set-like hands. If villain folds to the raise you probably weren't going to extract much more anyways, and if villain pushes you have an easy call.
