25NL - JJ in big pot... totally lost

Opponent is very LAG, with stats like 60/25/0.86. He's calling preflop raises with stuff like 95s, and raising almost every time on the button, though usually normal sized raises and not minraises.

Post flop he seems to call a lot on the flop, have it checked down and usually show up with something like 2nd pair. He also bets often when checked to, and I have seen him do stuff like bet 1.5 times the pot on the river, and get called and show a bluff.

Pot is $19 on the turn and we have about a pot sized bet left in our effective stacks.

You can shove or c/c. He seems to be passive enough to give you free cards, and if he bets, you can be pretty sure that you're behind. He's probably as scared as you are.

Which one is it? He likes to stab at pots when checked to? This is doesn't fit well with his stats... What's the sample?
If he's in general passive I would like to check the flop since u often get more info from passive stations by checking...
