Spots like this I never know if he's raising what he thinks is my draw or what is a better hand. What am I supposed to do here, OOP, and probably facing a shot on the river?

Edit: I even considered checking through here and playing b/f on the river, but that seemed so weak. But this is exactly the situation why, and every time I hit top pair on a drawy board like this I get concerned to bet it because of this situation.

I just fold, I cant think of any hands we beat that he would do this with.

Your hand is weak on a drawy board; you'll be hard-pressed to call any sort of sizable river bet, so cut your losses

Dump it, he's doing this into three players = you're often beat. Especially if he's an unknown. You might continue if you had a favorable read on his range in this kind of spot and if fewer players were in the pot with you.

Fold the turn. He played this really weird and has to have something pretty big.

Easy fold. He expects the PFR to bet because he checked behind a low flop and paint turned.
