In low stakes people pay off with week hands all the time. -> bet bet bet. I would bet 2/3 pot on first hand.
Second hand is hard without any stats on him.
Edit:
I would cbet third hand unless you've done alot of cbetting lately.

I don't think raising OOP with AT is a long term good strategy. I don't see the 4 really helping villain here. I see no problem with a value bet on the river.

Indeed, it's such a weak hand to play OOP. I'd fold it rather than raise it here.
