To vb or not to vb, assuming the villain is unknown. The reason for 3 betting is because he has been opening the CO rather frequently.

I'd probably check behind here. I don't see much calling you that you can beat. The only hands are a pair of 9s with a lower kicker.

if u really think ur ahead id prefer flat call with A9o rather than 3bet, its really not good to 3bet hands that can be dominated easy.
better to 3bet with some sort of sc imo.

on river i would check behind, not really sure what your beating here that villain calls 3bet+cbet with.

I don't like 3 betting this hand PF either. Had you not 3 bet this PF I would bet river for value. As played, check behind.

Your assumptions are strange, you say villain is opening a lot AND is unknown. That contradicts each other.

I do not like A9o. It is a very bad no limit hand imo (due to reverse implied odds). I muck it if two people limp in before me. Oop I muck it and against a raise I certainly muck it. 3betting is just very ugly.

And I don;t see value in betting the river. Which hand would call? No ace high hand imo, which basically everything you beat. Most unknown won't call here with cards lower than 2PTK.
