the raise on the flop is not so small, SB's bet is almost like a check and we just Cbet, but still it's a BIT small I would raise it to 2.3$ Pretty std fold on the river.

Raise flop more. Bet turn. This is mostly middle pair type hand, likely connector. Maybe flush draw, probably not. I doubt he has a Queen. I call push on turn. But, river is a terrible card. You can only beat a bluff now IMO.
