getting c/r'd on a flop like that screams set in my experience. but he bets so small on turn/river that im probably going to call him down.

If you call his c/r on the flop, it makes no sense to fold on either the turn or river, as the J and 9 don't really seem to have helped his hand.

I can't call this flop, however. Such a dry flop c/r makes me think "hey, i've hit my set, now lets hope he bets into me!"
